Rules of the League 2005 - 2006
1. Title
The League shall be called the“Biggleswade & District Friendly Badminton League" (hereinafter referred to as the League).
2. Object
The object of the League is to promote the game of badminton generally. The League shall be open to all bona fide clubs in the vicinity of Biggleswade, irrespective of any County boundary, subject to the approval of the General Meeting.
3. Officials
The Officials of the League shall consist of:- President, Honorary Secretary, Honorary Treasurer, Honorary Fixture Secretary and one other (namely the tournament organising secretary).
4. General Meeting
The General Meeting shall consist of one representative for each club registered with the League; each individual shall have one vote. A quorum shall consist of two thirds of all participating clubs.
5. Executive Committee
The Executive Committee consists of the Officials listed in 3 above.
6. Annual General Meeting or Extra-ordinary Meeting
The League shall hold its Annual General Meeting at least fourteen days prior to the start of the forthcoming season.
7. League Property
a) The President, Secretary, Fixture Secretary and Treasurer shall, during their term of office, be considered the joint owners of all property belonging to the League. This ownership ceases when the person vacates office and passes to the person elected in his/her stead.
b) All funds raised by the League shall be paid into the General Account and shall be administered by the Executive Committee.
The League Funds shall be applied solely to its stated object.
The financial year shall end on 31st May each year. All books, vouchers and bank statements shall be submitted to a competent auditor prior to the General Meeting.
In the event of dissolution, any remaining funds will be devoted to objects similar to those of the League, or to other purposes approved by the Commissioners of the Inland Revenue.
c) The League trophies will be held by the winning clubs for one year and must be returned to the Secretary by 1st April of each year. It is the responsibility of the holders to maintain the trophies in an excellent condition.
8. Injuries and Losses
The Committee cannot accept liability for any losses or injuries sustained as a result of promoting the League.
9. Registration
Each club shall be required to submit their registration on the Registration Form to the Fixture Secretary no later than 1st August. The appropriate registration fee, which will be agreed at the Annual General Meeting, shall be paid by 30th September. Any club that has not registered by this date will not be eligible to play in the League. Any matches will be declared void, at the approval of the General Committee.
10. Divisions of the League
The League shall consist of Mixed Doubles Divisions and Ladies and Mens Fours Divisions. Promotion and relegation between divisions will be at the discretion of the committee. In the event of a club which has played for one season in the lowest division proving to be very strong, the Committee has the authority to promote the team more than one division. The number of teams in a division shall be limited to eight.
11. Qualifications of Members
No player shall be allowed to play for more than one League club. However, a man/lady may play for another club in mixed doubles when he/she is already playing for a club's mens/ladies team.
In the event of any member of a club wishing to be transferred to another club, he/she may do so providing the club he/she has already represented gives him/her written permission and also obtains the sanction of the Executive Committee.
12. Teams
Mixed Doubles A team will consist of six separate players playing in pairs. Each pair to play an opposing pair once, best of three games (nine games per match).
A club entering two teams must nominate four players for their A team who are ineligible to play for their B team. A club entering more than two teams must nominate four players for each team with the exception of their lowest team.
Ladies and Mens Fours A team will consist of four players, matches to be played strictly in order of the official score sheet. A club entering two teams must nominate four players for their first team of which any one will be eligible to play down a division in their team.
A club entering three teams must nominate four players from each team with the exception of the lowest team. Nominated players for the team may not play down for their team.
In exceptional circumstances, when a full team cannot be raised, one lady may substitute in a men's team (or one man in a ladies team), to allow the match to be played. However the substitute must play at number 4 in the team, and all their games will be conceded on the score sheet.
General The nominations must be submitted, together with a list of BONE FIDE MEMBERS WHO WILL BE ELIGIBLE TO PLAY DURING THE SEASON to the Fixture Secretary before the Club's first match is played. Any new member must have their name submitted to the Fixture Secretary at least 48 hours prior to a match before he/she is eligible to play. Failure to do this will make all League/club team matches void.
Where a club has two teams in the same division, the two fixtures between these teams must be played by 31st October.
If a full team cannot play, the appropriate number of games is conceded to the opponents.
Re-nomination is required for a nominated player failing to represent his/her team in three consecutive matches.
13. Matches
All fixtures shall be made by the Fixture Secretary, who shall furnish each team or club with a list of fixtures.
14. Fulfilment of Fixtures
All matches shall be played on the date arranged. Clubs failing to fulfil any fixtures shall lose the points. If, under extreme circumstances, a fixture cannot be played, the Fixture Secretary should be notified no later than 48 hours before the match, and a date made for the re-arranged fixture. UNAVAILABILITY OF PLAYERS IS NOT A VALID REASON FOR CANCELLING A MATCH. All League matches shall be completed not later than 30th April. Matches not completed by this date shall be void.
Matches shall be confirmed by the AWAY team at least 7 days prior to the fixture.
15. Points
Mixed Doubles Points will be credited for games won, plus 2 points for a win. Eg: Team A beats Team B by 6 games to 3; Team A receives 8 points and Team B receives 3 points.
Ladies and Mens Fours Points will be credited for games won - total of 6 points.
16. Return of Score Sheets
It is the responsibility of the HOME TEAM TO ENSURE THE SCORE SHEET PROVIDED BY THE HOME CLUB is filled in correctly, duly signed by the Captains of both teams and forwarded to the Fixture Secretary within 7 days of the match. Failure to do this would deem the match void.
17. Time
At lease one pair from each team should be ready to play at the stated time. If, after a period of fifteen minutes, either of the teams are not ready to play, the offending team must forfeit one rubber. Any matches not played by the end of the evening will be given to the visiting team.
18. Rules of Play and Supplementary Rules
All matches shall be played as per the Badminton Association of England rules.
Playing laws for individual halls (lets and faults) must be decided before the match, and all players must be aware of these.
The home captain will have the final decision on the interpretation of Playing Rules and will act as referee for the match if requested.
A scorer may be appointed for each game.
The home club in all cases will supply the necessary equipment. The hall must have the approval of the Executive Committee.
Yonex Mavis 370 nylon shuttles, provided by the home team, will be used.
Refreshments may be provided by the home team and consist of biscuits and a beverage.
19. Tournaments
i All tournaments will be supervised by the Executive Committee, and may be organised by any club within the League.
ii Only members who have played at least three times in a league team can be eligible, plus those who were not considered enough to represent their club in the League.
iii All tournaments should be conducted under the Tournament Rules prevailing at that time.
Pairs taking part should be from the same club. Members who are unable to find a partner from their club must submit their names to the Tournament Secretary who will arrange a partner from players in a similar situation.
20. Alteration of Rules
These Rules may be altered or added to at the discretion of the General Committee, provided that such alteration or addition is confirmed within one month of the meeting of the General Committee at which the alteration or addition was decided upon.
21. Breach of Rules
In the case of breach of any Rule of the League, or of any conduct detrimental to the character and interests of the League, the Executive Committee may, on their recommendations, expel any offending member with prior consultation with the Committee, or suspend the team, club or individual for such a period as they may think
